Liberty Utility Pipeline

Harvest Alaska, LLC (Harvest), a subsidiary of Hilcorp Alaska, LLC, applied on August 4, 2017 for two pipeline rights-of-way originating at the man-made Liberty Island. The island is proposed in federal waters approximately 5.6 miles offshore in the Beaufort Sea, roughly 20 miles northeast of Deadhorse and 95 miles northwest of Kaktovik. The 4” utility gas line would be installed with a crude oil pipeline subsea in a pipe-in-pipe bundle, then would separate and be installed on vertical support members (VSMs) once onshore to a connection with Badami pipelines. The pipelines would cross approximately 1.5 miles of State-owned uplands and 4.5 miles of State-owned submerged lands. The DNR rights-of-way would only authorize the pipelines on State of Alaska lands. The pipeline design maximum throughput is 20 million standard cubic feet per day of natural gas.
